JTS Empower Services is a Brisbane, Queensland advisory firm that provides strategy and business development advice to NDIS providers, aged care providers, health care services, domestic violence services in the human services sector, working with clients across Australia.
As advisers on aged care strategy, we help the boards and executives of aged care providers build an aged care strategic plan they can act on. Start with a free 30-minute initial consultation.
Who we work with
We advise the people who set the direction of an aged care provider: board members, chairs, CEOs, executives and operations managers. You may be planning the next few years, working through changes in regulation, or asking how to keep care delivery sustainable.
In each case the question is the same. What should the next two to three years look like, and how do you get there?
Our work with aged care providers sits inside a wider strategic planning and business development practice. We also advise not-for-profits, NDIS providers and domestic violence services.
Aged care business development and provider growth
Aged care business development is about growing in a way your organisation can sustain. We help you look at the services you offer, who they serve and how people find you. We then shape a growth path that fits your workforce, your systems and your appetite for risk.
Growth is rarely only a sales question. It affects rostering, supervision, quality and cash flow. We look at the whole picture so that new work strengthens the provider and does not stretch it.
Aged care strategy
Navigating Australia's complex aged care regulatory landscape through strategic financial partnering and compliance advisory to ensure sustainable care delivery.
Regulatory change for aged care boards
The Aged Care Act 2024 and the strengthened Aged Care Quality Standards applied from 1 November 2025. For a board, the question is no longer what is coming. It is what the governing body now has to see, decide and record, and how to do that without stretching the team.
Our focus is strategy and leadership through regulatory change. We read what the Aged Care Quality and Safety Commission requires of governing bodies and help your board and executives plan around it. Preparing for accreditation or quality audits is not our focus.

An aged care strategic plan
A strategic plan gives your board and executives one shared view of where the provider is heading. We design strategic growth frameworks that turn that view into clear priorities, measures and responsibilities.
The work is data-informed. We start from your own numbers and the needs of the people you care for, not from a generic template. A good plan answers practical questions. Which services should you grow, hold or change? Where do you need more capability? What will your board want to see each quarter?
Executive advisory for aged care leaders
Providing expert leadership guidance for aged care and disability executives, navigating complex regulatory landscapes while ensuring long-term mission success.
Governance, quality and risk sit alongside strategy in this work.

Questions
What does an aged care strategic plan cover?
An aged care strategic plan sets out where the provider is heading, the priorities for the next few years and who is responsible for each. We build it from your own numbers and the needs of the people you care for, and connect it to financial sustainability and compliance advice in Australia's aged care regulatory landscape.
How can an aged care provider stay financially sustainable?
We help aged care providers work through Australia's aged care regulatory landscape, using strategic financial partnering, so that care delivery stays sustainable.
What is the difference between strategic planning and business development?
Strategic planning sets the direction and priorities for the next few years. Business development is the practical work of growing the right services in a way you can sustain. Most organisations need both, and we work on them together.
Who should contact you?
Board members, chairs, CEOs, executives and operations managers of aged care providers who want advice on strategy, growth or sustainability. You do not need a fixed plan. A clear question is enough.
Do you help with aged care accreditation or quality audits?
Our focus is strategy and leadership. Preparing for accreditation or quality audits is not our focus. If that is mainly what you need, say so in your enquiry and we will tell you honestly whether we are the right fit.
What does the Aged Care Act mean for a provider's board?
The Aged Care Act 2024 and the strengthened Aged Care Quality Standards applied from 1 November 2025. They place duties on a provider's governing body, including how it is made up, how it hears from the people receiving care, and how it records its decisions. The Aged Care Quality and Safety Commission sets out these duties. Our focus is strategy and leadership. Accreditation and quality audit preparation are not our focus. Read our guide: Aged Care Act: what your board needs.
